STEPS TO REPRODUCE
1. Download
https://github.com/pdf-association/pdf20examples/raw/master/pdf20-utf8-test.pdf
2. Open in Okular
3. Notice TOC and title being messed up

OBSERVED RESULT
Incorrect Characters are displayed
