This same issue with Okular and "no text" appearing in the menu bar has been
present for me for about a year under KDE neon user edition. 

I kept thinking it would resolve itself with every new version of Plasma (now
5.27.1) or Okular (now 22.12.2), but it didn't. 

I finally removed the files in ".local/share/kxmlgui5/okular" and I'm back to
normal. 

I'm attaching the old files from .local/share/kxmlgui5/okular.
