I think it is a bug.
This menu is even disabled if “Switch to tab if file is already open” is
disabled, although it would do something: open the file again.

I do this sometimes with long documents, where I need to switch between two
chapters often.
If I didn’t open other documents before, so the recent files menu is disabled,
it will slow me down.
Then I wonder why.
