Okular Version 1.10.70 on Windows 10  Version 21H1 (Build 19043) still has this
annoying behaviour.
Searched through settings files (e.g. Registry,
"c:\Users\<user>\AppData\Local\okular" ) but was not able to find an
appropriate setting.
There is a file "c:\Users\<user>\AppData\Local\okular\okularpartrc" seemingly
containing screen settings, but no window position.
