That bug is about Okular being installed as snap/flatpak.
It makes some sense that snap/flatpak breaks this feature.

So I understand that your Ubuntu based distribution does not ship a newer 
Okular, so you tried to install a newer version via snap or flatpak?

Otherwise, if you observed the feature to work in older versions with snap/
flatpak, that would be an interesting information, which you may add to the 
bug report.
