To create certificate encrypted PDF files you need the following tools:
- LibreOffice Writer  
- OpenJDK  https://jdk.java.net/17/
- KeyStore Explorer  https://keystore-explorer.org/
- JSignPDF  http://jsignpdf.sourceforge.net/

- Trial version of Master PDF Editor
