As I understand these mice, you can add/remove some part or flip a lever that
makes the mouse wheel physically spin continuously or in steps. If you change
only the mouse wheel to spin in steps, that is maybe not be enough, because the
mouse could still sends events for every sub-step.

To check if there is confusion in this area, you can try to use the up/down
arrow keys. These are handled the same way as purely discrete mouse wheel
events.
