IIRC this may be intentional, because it allows you to quickly compare two
following pages. (Like https://en.wikipedia.org/wiki/Blink_comparator.)

If there was an animation for Left/Right Arrow in version 20.12, or the
animation is missing even if the page can scroll horizontally, this is a bug.
You should make a new bug report then.
