You can find the answer in the first two sentences of the source you quoted.

The GDPR is not about preventing the processing of personal data. It is about
having to have a lawful basis for doing so.
By the way, I found the article “What Should Software Engineers Know about
GDPR?” https://www.infoq.com/articles/gdpr-for-software-devs/ to be very worth
reading. It explains the GDPR and its philosophy in a quite understandable way.
Perhaps it succeeds in doing what I am obviously failing at here.
