Hello,

I wanted to add Okular to just-install (a Windows package installer) and got it
accepted (https://github.com/just-install/registry/pull/202), but had to remove
it (https://github.com/just-install/registry/pull/204) because I realized that
the download URL isn't stable.

If I set the URL to the installer artifact from latest build, the link will
stop working when there will be a new job (that means next day) because the
name of the installer artifact contains the build ID. I also can't point
towards a specific build because only last 10 build artifacts are available, so
the link will stop working after 10 days.

Could you please provide a stable download URL for the Windows installer?
Just-install accepts both links to a specific version and links to latest
release.
