What's your feeling in adding a _clang_format file to the repo

That would probably be a nice opportunity to replace the old AUTHORS and TODO files by a modern README.md. README* is usually the first I read about new repositories, and most modern repositories have such a file. Doesn’t need to be complicated. We could just paste a screenshot, README.internals.png, and the --ignore-revs trick.

(AUTHORS contains Alberts yahoo.es mail address, which lets me think this file is outdated and interested people should search for contact information elsewhere; TODO looks like a Bugzilla snapshot from 2012, which is probably not useful anymore.)

Concerning this format file, my suggestion is only to add README.md. My suggestion to that suggestion is to remove these two files, because a new README.md file will make people think these uppercase files are equally valid, which could be confusing.
