I don't understand what you mean with OCR and non-OCR, okular never does any OCR, you mean the difference between a PDF with actual text and a PDF with an image of text?
I don't really understand what you want to fix, you want to fix the fact that the user has to switch from one annotation to another? If so how is that months of work? I am really not understanding what this is about.
