SUMMARY
I was required to reinstall Neon :(, and Okular presents me

> Unable to open QuickAnnotatingTools XML definition
with all the consequences.

It seems that /usr/share/okular/ contains all data files except toolsQuick.xml.
Did we forget to add toolsQuick.xml to some cmake file, or did packagers do?

STEPS TO REPRODUCE
1. Install/launch KDE Neon
2. Launch Okular from command line

OBSERVED RESULT
No quick annotations

EXPECTED RESULT
Quick annotations

SOFTWARE/OS VERSIONS
KDE Neon from today
