That is intended. It should be possible to float the whole new annotation
toolbar. Right-click on the toolbar -> Unlock Toolbars, then you should be able
to dock it to the right edge of the screen to make it vertical, then move it
where you need it.

Unfortunately on my system it becomes horizontal when I undock it, and it
appears on every screen then. So that is not optimal...
