Here is my use case for that:
highlight a sentence in orange to mean "there's an issue here",
and give details in the popup. Very handy.

Bookmarks were attached to pages (or did that change ?),
the granularity was not fine enough for me.

Indeed. But why focus on pdf changes ?
I only use annotations when the underlying pdf stays unaltered.
(articles, or official documents)
