It's actually possible to do this already for all apps in System Settings >
Workspace Behavior > Activities > Privacy > Do Not Remember

Is that sufficient, or are you looking for the ability to never remember recent
documents only in Okular? If so, can you describe your use case that makes this
a requirement?
