Okular on Windows again?

Dear Okular team,

at my day job there is potential need for Okular running on Windows.
There used to be Windows binaries of Okular, and in my own experience
they worked quite nicely.  Unfortunately, those binaries disappeared
from the web a few years ago.

What would it take to make up-to-date Windows binaries of Okular
publicly available again, and keep them up-to-date over time?
