Yeah the document is malformed, but even ghostscript can workaround it

   **** Error: Tf refers to an unknown resource name: Arial Assuming it's a
font name.
               Output may be incorrect.

so i guess poppler should too. Please report a bug at
https://gitlab.freedesktop.org/poppler/poppler/issues
