@Oliver, The file is part of gunzipped /usr/share/man/man1/okular.1.gz from
Arch Linux package extra/okular 19.12.0-1 .

I also built from master and still the problem persists.

It may have to do with some package version used on Arch Build- on my machine
as well as the packager.

Following are the software versions on my system, that I think maybe related to
the issue :

extra/kdoctools 5.65.0-2
extra/docbook-xsl 1.79.2-5
