I have not had this problem in at least a year, although I still regularly call
okular from within emacs as described in the original bug report.

My current system is:

kernel 4.12.14
KDE plasma 5.12.6
KDE frameworks 5.45.0
Qt 5.9.4
okular 1.3.3
emacs 25.3.1
