Due to my late reply, the above URL is no longer valid.
However, you can just add the line "PreserveJobFiles Yes" into your cupsd.conf
pretty much anywhere, e.g. at the very top and restart CUPS so that the setting
is actually applied.

Can you also attach the /etc/cups/lpoptions and ~/.cups/lpoptions files, if
present, as well as the corresponding lines from the CUPS log (as previously,
in particular those containing the 'argv[...]' lines)?
