I am not sure I understood fully what the main point of this bug is and it
would be nice if you could clarify that a bit. Do you mean the following two
things?

1) When switching between portrait and landscape, the arrangement
("above/below" as compared to "next to each other") should change in the
"preview"
2) selected orientation has no effect at all for the actual printout

When testing a bit, I also realized that the selected orientation does have an
effect, when "force rasterisation" is selected in the "Options" -> "PDF
Options" tab of the print dialog.
In general, the alignment of the pages itself ("above/below", "next to") is
comparable to Kate for example in this case (which might be what Qt does "by
itself" for the n-up-printing option). Okular does some things "on its own" for
printing and the behaviour in some respects is closer to what Qt does "by
default" when the "force rasterisation" option is checked.
