It is hard to test without an example, but sample PDF forms [1] work fine here
in Cyrillic.

It might be possible that some Windows fonts (looks like some Antiqua) are used
in PDF. Can you check the file properties (File -> Properties -> Fonts) and try
to install this Antiqua font in your system?
