I can confirm this bug for czech characters ě, č, ř, ů, ď, ť, ň. There is no
problem with other czech characters š, ž, ý, á, í, é, ú.

My system is Kubuntu with Okular 0.24.2 and KDE platform 4.14.16. I am using
default system fonts in Kubuntu (Noto Sans and Oxygen mono), which have support
for czech characters.
