That one has been closed as "Resolved" now.

Is the problem that Okular can't open PDFs with Arabic names still present or
is that problem gone now as well?

In case the problem is still present:
What distribution and what version are you using now (still Manjaro KDE-Next
2015.08?)?
What is the output of the command 'locale'?
