Do you still have the described problems?
I just tried to reproduce them with the Okular versions included in KDE neon
(Devedition gitstable) and in Debian testing and could not reproduce them.

Both, opening the file and printing, worked fine for me.

If the problems are still present: Can you please give some more information
about your system (e.g. which Linux distribution, what version,...) and the
output of the command `locale`?
