Some questions that might help to narrow down the issue:

1) Does this work if you use a "plain" file path instead of a URI, i.e.

    okular file: /home/stardiviner/Org/Wiki/Thought/Data/Books/国学拾遗.epub

2) Does it work if you rename the file so that it no longer contains Chineses
characters, but only ASCII characters, e.g. if you make a copy of the file
called "myfile.epub" and then use the following command:

    okular file:///home/stardiviner/Org/Wiki/Thought/Data/Books/myfile.epub

3) Can you post the output of the command 'locale'?
