I tried some more samples. There appear to be two distinct problems, and these
probably coexisted for some time. It is possible that nothing changed
yesterday... 

1) PDF files from commercial publishers. Here okular gets the size wrong (too
much magnification) and the centering, resulting in a real mess. See file
paper2-okular.pdf, compared to paper2-evince.pdf. 

2)  PDF files gennerated on my computer (pdflatex on linux). Here okular prints
a correct image, except that it is scaled down (shrunk) by about 10%. Compare
paper3-okular.pdf to paper3-evince.pdf.
