Moving annotations is slow because we need to "redraw" the page without the
annotation and then after you release the annotation we need to redraw it again
with the annotation.  I'm going to move this to a wish since sure, it'd be good
to be faster in general but i don't think it's generally horrible and even if
it's slow "it still works, you just have to be a bit patient"
