Hi, thanks for the great review mode in okular. 

Most often, I just use one tool (highlighter) from the options, and I can
imagine it's similar for many users.  For this reason I think it would be
appreciated if the first tool of the review mode is selected when entering it.

Steps to Reproduce:
Go into review mode
Actual Results:  
No tool is selected

Expected Results:  
First tool is selected
