Okay, I've tested a few apps: Some (or most?) of them (dolphin, kbibtex,
korganizer) show the same behaviour as described above.
But there are also apps which work correctly (e.g. kate, ktikz, gwenview). Some
even ignore the "active" screen (e.g. rekonq, vlc).

So yes, this is not a specific problem of okular, but it seems to be possible
to address this problem somehow.
