You would select an annotation, right click and see in the context menu the
entry "Move" or alternatively in the menu "Edit" you could add "Move
annotation" and the user has to select an annotation afterwards.
When the "Move action is applied, the annotation is attached to the cursor, so
wherever you move the cursor the annotation is moved with. When pressing the
mouse key it releases the annotation at the current position.

Alternatively, drag and drop should work without Ctrl+! I think most people
won't get how to move annotations otherwise (except when reading the manual).
