Let alone RTL languages, about which I'm no expert at all, there are also some
cases where that would lead to wasted space. For example even pages in
http://wwwimages.adobe.com/www.adobe.com/content/dam/Adobe/en/devnet/pdf/pdfs/PDF32000_2008.pdf
