Hi,

Yes, Okular support annotations:

http://docs.kde.org/stable/en/kdegraphics/okular/annotations.html

but you should use "Save as..." to save them in your file.

BTW I can use Okular to read, change and then use the annotations in Foxit
Reader (wine) for the file you have attached.

Okular 0.17.60, poppler 0.23.1, Mageia 3 (x86-64) here.
