I'm not sure this is actually a poppler issue. On the same system (Ubuntu 12.04
LTS with updates) the poppler utilities (same poppler libs) have no problem
with this PDF. For example pdftocairo is under a second and epdfview can
display it near instantly.

okular 4:4.8.5-0ubuntu0.1
epdfview 0.1.8-1build1

I have 4GB free RAM at the time and my CPU is a AMD FX(tm)-8150, so I don't
think my computer speed is an issue.
