A tabbed interface in okular would be great. However, until developers find the
time to implement it, we can exploit the tabbed windows feature of Kwin: Alt+F3
-> Attach as tab to... and select another opened pdf. You can also configure
global shortcuts for kwin ("Walk through window tabs").

I know that this is not the same thing as a tabbed interface inside okular, but
IMO it is quite close to (and you avoid annoying developers ;-) )
