I have another suggestion then (hope you don't mind). 

Mendeley does provide a web interface for it's service, as well as free hosting
space for the papers in each users collection. The non-free desktop client is
not really necessary (just convenient). So another way to go about it would be
to provide an Okular plugin to upload documents directly to a user's online
collection, rather than their local one. 

Quite frankly, I don't know whether there is a nice easy to use API on their
end to make this easy, but I can investigate/request.
