Your descriptions are pretty difficult to understand, you should work on be
much more verbose, because you making it difficult for me to understand what
you mean it only makes me want to ignore you.

Can you confirm that what you want is:
 * When you are in  Text Selection Tool and are not selecting text and move the
mouse outside of the page and click and drag page moving should happen?
