Which shared-mime-info package do you have installed? Does
/usr/share/mime/packages/freedesktop.org.xml contain
  <mime-type type="application/vnd.ms-htmlhelp">
with
    <glob pattern="*.chm"/>
    <alias type="application/x-chm"/>
inside it?
