It returns:
application/vnd.ms-htmlhelp
(accuracy 20)

And it still fails to open it.

/usr/share/kde4/services/okularChm.desktop,
/usr/share/applications/kde4/okularApplication_chm.desktop,
/usr/lib64/kde4/okularGenerator_chmlib.so files exists

What more information do you need please?
