CURRENT: When first launching a pdf file with okular, the draggable rectangle
in the "thumbnails" is not draggable. You must first scroll by other means
before it can be dragged.

FUTURE: Is properly initialized or whatever from the beginning, allowing the
semi-transparent black rectangle to be dragged down even when the pdf is first
opened.

Reproducible: Always

Steps to Reproduce:
1. Download a pdf you have NOT PREVIOUSLY OPENED. 
2. Open a pdf you have NOT PREVIOUSLY OPENED.
3. Once pdf is open, attempt to drag the rectangle that represents the current
viewport down the thumbnail view. (SEE PICTURE)
Actual Results:  
When opening a pdf that has not previously been opened, the semi-transparent
black rectangle will not be draggable. 

Expected Results:  
When opening a pdf, you should be able to drag it down and not have to rely on
any other method of opening.
