Summary pretty much sums it.
Imageine a sheet of paper you hold short edge up.
Okular would print 1st page on top of the sheet, and 2nd page om bottom of the
sheet.

It expected that it would instead rotate the sheets 90 degrees.

Reproducible: Always

Steps to Reproduce:
Just print any PDF with 2 page per sheet setting.
