Since a secure wireless connection is systematically not yet available at the
time the KDE session starts, okular always fails loading PDFs.

As my session has many open PDFs, as a result I get as many notification popups
cluttering my desktop (which by the way also makes the taskbars grouping
feature fail on okular, even after closing the popups).
By closing the popups it is no longer possible to load the PDFs.

Okular should not disable the "Reload" entry in the "File" menu in case of
failed intial loading.
