Not a bug, if you do not get circles is because the PDF is using the
ZapfDingbats font without embedding it. You probably don't have the
ZapfDingbats font in your system and thus fontconfig just gives us the default
font.

As a solution either install the ZapfDingbats font or have a look at
http://freedesktop.org/wiki/Software/poppler for how to setup a fontconfig font
substitution rule for that font.
