I'm not sure I understand both arguments, but I can say the reason I subscribed
to this bug report was that I want my application to take as much screen space
as possible on my small 10' screen, be it fullscreen or not.

Personally I've never used that bar: there is a widget in the upper bar for
everything (except total number of pages) and the keyboard shortcuts are more
then enough for me.

I just wish I had ~20 pixels more of the document I'm reading then an empty
bar.
