The fact that it is not a "proper" toolbar has nothing to do with the fact that
the buttons have an unintuitive behaviour. Also, there is a reason for it not
being a "proper" toolbar because the current setup saves space. The review bar
is drawn exactly where most documents have a border anyway, while only hovering
over the document - thus not actually making the document's "canvas" smaller.
