All other pdf readers I know have this feature.
All internet browsers have this feature too.

If you look at this issue from programmers perspective, this is not a bug. It
is a wish. But if you look at this issue from users perspective THIS IS A BUG.
Everybody expects from a text reader (web browser, pdf reader, etc) to overlap
a line or two when paging down.
