[Okular-devel] how to keep highlighter mode persisent?

No, this is currently not possible, there is a feature request in bugs.kde.org 
about it, if you want you can add yourself to it so you'll be notified if it 
eventually gets implemented.

If you know how to program you can volunteer yourself to implement a solution 
for the problem too.
