What is misleading here? If you know the plugin A exists, you list it. That's
it.

You said it yourself
"This is a packaging issue."

How do you know it is packaging issue? And even if -- how packager is able to
package the plugins? After all it shouldn't be possible if the listing of
plugins is impossible (according to you).
