SVN commit 979875 by dfaure:

We can only use the installed ksycoca4 file if kdeinit+klauncher+kded are
running, since kded is what keeps the file uptodate.
Otherwise (when running the app out of kde), we need to make sure we run those,
so that ksycoca4 is updated first.
Fixes http://bugzilla.novell.com/413492 according to Lubos Lunak and the
often-reported problem with starting e.g. okular in gnome.
Fix will be in KDE-4.3.
